The directive follows guidelines issued by the Union Ministry of Home Affairs (MHA) on July 9 and has been communicated to all concerned authorities for immediate implementation.

In a notification issued by the School and Mass Education Department, Additional Secretary Nityananda Singh instructed District Education Officers (DEOs), Block Education Officers (BEOs), and heads of government and government-aided schools to ensure strict compliance with the prescribed protocol.

The department emphasised that both ‘Vande Mataram’ and ‘Jana Gana Mana’ must be sung in their original form, with correct lyrics, pronunciation, and officially prescribed tune. Educational institutions have also been advised to encourage collective singing during morning assemblies to promote patriotism and respect for national symbols.

The Home Department has issued similar instructions to Revenue Divisional Commissioners (RDCs), District Collectors, and Superintendents of Police (SPs), directing them to ensure adherence during government functions across the state.

The guidelines reiterate that everyone present must stand in attention whenever the national anthem is played or sung, except when it is part of a film or documentary. Authorities have also been instructed to prevent any inappropriate or unnecessary use of the anthem.

The state government has called upon all departments and educational institutions to implement the revised protocol in letter and spirit, reinforcing respect for the national flag, national anthem, and national song during public and official events.
