New Delhi, Mar 27: Chief Minister Shri Prem Singh Tamang attended the Fourth Session of the Eleventh Assembly at the Sikkim Legislative Assembly Secretariat in Gangtok, where several key legislative and financial matters were deliberated and passed.

At the outset, the Chief Minister extended his congratulations to Prime Minister Shri Narendra Modi for his exemplary leadership and for becoming India’s longest-serving Head of Government. He highlighted the Prime Minister’s vision of “Viksit Bharat 2047” and guiding principles such as “Ek Bharat Shreshtra Bharat” and “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,” noting their role in steering the nation towards inclusive growth and unity. He also expressed gratitude to the Government of India and acknowledged the continued guidance of the Union Home Minister.
With the announcement of municipal elections and the enforcement of the Model Code of Conduct from March 23, 2026, the State introduced a Vote on Account (interim budget) in accordance with the guidelines of the State Election Commission. This step ensures continuity in essential government expenditure while maintaining electoral integrity. The full budget for the financial year 2026–27 will be presented after the completion of the elections.
The one-day session concluded successfully with the passage of several significant legislative and financial measures, including the Sikkim Municipalities (Amendment) Bill, 2026; Supplementary Demands for Grants (2025–26); the Vote on Account for 2026–27; and the Sikkim Appropriation Bill. The House also adopted a Government Resolution to rename Pakyong Airport as Trilochan Pokhrel Airport. Additionally, procedures were completed for the withdrawal of the Scholars University of Skills and Innovation Bill, 2025. Various committee reports, audit findings, and financial reviews were also presented during the session.
The Chief Minister expressed his gratitude to the Hon’ble Governor for the address, and to the Hon’ble Speaker and Deputy Speaker for conducting the proceedings with efficiency and decorum. He also commended the active participation of Ministers and MLAs in upholding the dignity of the House.
Appreciation was extended to senior officials, including the Chief Administrator-cum-Cabinet Secretary, Chief Secretary, Director General of Police, and officers of the Assembly Secretariat, along with police personnel and supporting staff, for ensuring the smooth conduct of the session. He also acknowledged the role of media and communication teams in effectively disseminating the proceedings to the public.
The Chief Minister concluded by thanking all individuals who contributed to the successful completion of the session.
