
New Delhi, Mar 12th: Reinforcing its commitment to digital transformation and cooperative strengthening, NABARD New Delhi Regional Office convened the State Level Technical Committee (SLTC) and High Level Committee Meeting (HLC) for FY 2025–26 on 12 March 2026. The SLTC Committee reviewed Delhi State Cooperative Bank’s technology adoption progress up to December 2025 and deliberated on critical issues shaping the effective rollout of the Bank’s technology roadmap. The HLC Meeting on the other hand reviewed the monitoring the performance of the Short-Term Cooperative Credit Structure (STCCS) in Delhi
The SLTC meeting was chaired by Dr. Bijender Singh, Chairman, Delhi State Cooperative Bank, and was graced by Shri Nabin Kumar Roy, Chief General Manager, NABARD. The meeting was attended by Shri Rajiv Kadyan, Managing Director, Delhi StCB; Shri Samir Athalye, Deputy General Manager, NABARD; Shri Ajay D. Nayak, Assistant General Manager, NABARD; Ms. Prerna, Manager, NABARD; representatives from the NABCONS, Registrar of Cooperative Societies (RCS), GNCTD; and VSOFT (SuVikas), the CBS service provider of Delhi StCB, among other stakeholders.
Chaired by Shri Pandurang K. Pole, IAS, Secretary (Cooperation), GNCT of Delhi, the HLC meeting was attended by including Shri Ashok Kumar, GM, RBI New Delhi; Shri Eda Raja Babu, IAS, Special RCS; and the leadership of Delhi StCB, and senior officials from RBI, NABARD, NABCONS and RCS,
In his opening remarks, Shri Nabin Kumar Roy, CGM, NABARD, underscored the need for adoption of advanced and emerging technologies by Delhi StCB to improve business processes, operational efficiency, and customer service delivery. He stressed the importance of expanding digital banking services in the NCT of Delhi to ensure seamless credit flow, improved financial inclusion, and enhanced deposit mobilisation. He further advised the Bank to move towards “CBS Plus” services by formulating a clear and time-bound roadmap for adoption of advanced technological solutions.
The chairpersons of both the meetings appreciated NABARD’s initiative in formally monitoring the cooperative banks and reviewing technological implementation in the Bank, noting that such reviews and meetings would help in timely identification and resolution of operational and technological issues of the cooperative banks.
The High-level Committee deliberated on key issues including the constitution of the High‑Level Committee by the GNCT of Delhi, the financial performance of Delhi State Cooperative Bank Ltd., regulatory compliance, internal controls, grievance redressal, governance and HR management, as well as technology upgradation and financial inclusion. Reiterating its commitment to strengthening Delhi’s rural cooperative banking ecosystem, the Chairperson urged all stakeholders to ensure timely implementation of decisions and readiness for the next quarterly review.
The meeting concluded with a collective resolve and commitment to safeguard the interests of depositors by ensuring safe and secure digital banking services and strengthening the implementation of technological solutions in the Bank.
