Bhubaneswar, July 22 (UDN): In a major step towards strengthening Odisha’s internal security framework, the National Security Guard (NSG) has commenced an advanced counter-terrorism training programme for Odisha Police personnel at the Special Operations Group (SOG) campus in Chandaka, Bhubaneswar.

The specialised programme is being conducted under a Memorandum of Understanding (MoU) signed recently between the NSG and Odisha Police, aimed at enhancing the operational capabilities of the state police in tackling terrorism and other high-risk security situations.
Focus on Advanced Tactical Skills
The training has been designed to expose police personnel to modern counter-terrorism techniques and specialised operational procedures used by India’s elite federal force.
Officials said the curriculum includes urban counter-terrorism operations, hostage rescue, VIP security, sniper training, defensive driving, tactical intervention and emergency response protocols. The programme is intended to improve the force’s preparedness to respond swiftly and effectively to emerging security threats.
A larger batch of Odisha Police personnel will undergo the training at the newly established Counter Terrorism Training Facility within the Chandaka SOG campus.
Boost to Odisha’s Security Preparedness
Senior police officials said the collaboration with the NSG will significantly strengthen the operational readiness of Odisha Police by providing access to advanced tactical expertise and best practices in counter-terrorism.
Besides improving specialised skills, the initiative is expected to enhance coordination, strategic planning and response capabilities during critical security operations.
Builds on State’s Security Infrastructure
The training programme follows Odisha’s recent efforts to modernise its security infrastructure.
In December 2025, Chief Minister Mohan Charan Majhi inaugurated a state-of-the-art Counter Terrorism Training Complex and a new SOG Training-cum-Briefing Hall at Chandaka. The facility has the capacity to train around 400 SOG personnel simultaneously and was established to strengthen the state’s counter-terrorism preparedness.
The state government had also announced enhanced risk allowances for SOG personnel and security forces engaged in anti-Naxal operations as part of broader police modernisation initiatives.
Collaboration with India’s Elite Counter-Terror Force
The latest initiative also follows discussions between NSG Director General Brighu Srinivasan and Odisha Director General of Police Y.B. Khurania, during which the two sides explored closer cooperation in strengthening Odisha’s counter-terrorism capabilities.
Recognised as India’s premier counter-terrorism force, the NSG provides specialised training in urban warfare, bomb detection and disposal, counter-IED operations and tactical response. Through this partnership, Odisha Police is expected to benefit from world-class training and expertise, further enhancing the state’s preparedness to respond to evolving security challenges.
