Bhubaneswar, July 22 (UDN): In a move aimed at accelerating digital transformation and improving project management, the Odisha Rural Works Department has proposed procuring premium artificial intelligence (AI) and cloud-based services to support its day-to-day operations under the Pradhan Mantri Gram Sadak Yojana (PMGSY).

The proposal, submitted by the Office of the Engineer-in-Chief (Rural Works) to the Commissioner-cum-Secretary of the Rural Development Department, seeks administrative and financial approval for paid subscriptions to Google One, Google AI Pro and ChatGPT Plus.
Shift Towards AI-Driven Administration
According to the proposal, the department’s growing reliance on digital platforms for planning, monitoring and reviewing infrastructure projects has exposed the limitations of free software services.
Officials noted that the increasing volume of digital records—including high-resolution road alignment maps, detailed project reports, geo-tagged photographs, financial documents and field inspection data—has exceeded the free cloud storage capacity currently available, affecting workflow efficiency.
The department believes that premium cloud storage and AI-powered tools would enable faster document management, improved data analysis and more efficient handling of administrative tasks.
Free Platforms Creating Operational Challenges
The proposal also highlights difficulties faced during virtual review meetings involving engineers and field officials across the state.
According to the department, free video conferencing platforms impose participant limits and meeting duration restrictions, disrupting regular project review sessions and coordination among officials.
By adopting paid digital services, the department aims to facilitate uninterrupted high-capacity video conferencing, secure cloud storage and AI-assisted productivity tools to streamline communication and decision-making.
Awaiting Government Approval
The Rural Works Department has requested the Rural Development Department to grant the necessary administrative approval and financial sanction for procuring the subscriptions.
If approved, the initiative would mark one of Odisha’s notable efforts to integrate generative AI into routine government functioning, with the objective of enhancing governance, improving project monitoring and enabling faster, data-driven decision-making in the implementation of rural road infrastructure projects.
The proposal is currently under consideration, and the subscriptions will be procured only after receiving the required approvals from the state government.
