Bhubaneswar, June 19 (UDN): The Bhubaneswar Development Authority (BDA) has announced plans to prepare and implement four new Town Planning (TP) Schemes—TP Nos. 42 to 45—within the Bhubaneswar Development Plan Area, marking a fresh step toward structured and regulated urban expansion under the Odisha Development Authorities (ODA) Act, 1982.

The proposed initiative is aimed at strengthening planned development across fast-growing urban and peri-urban zones, ensuring coordinated infrastructure provision, efficient land utilisation, and long-term sustainability in the capital region.
Officials said the schemes are intended to streamline future growth by integrating land development with essential civic infrastructure, including roads, drainage, public utilities, and open spaces, thereby reducing unplanned and haphazard construction in expanding localities.
A senior BDA official said the decision reflects the authority’s focus on systematic urban planning.
“Through these Town Planning Schemes, we aim to ensure balanced development with proper infrastructure support, while safeguarding long-term urban sustainability in the Bhubaneswar Development Plan Area,” the official said.
The authority added that the preparation and implementation process will follow statutory provisions under the ODA Act, with due procedures for land pooling, stakeholder participation, and phased execution.
Urban planning experts view the move as a key intervention to manage Bhubaneswar’s rapid growth, particularly in peripheral areas experiencing increased residential and commercial expansion.
Further details on the boundaries and implementation framework of TP Schemes 42 to 45 are expected to be released by the BDA in due course.
